i've tried everything to restore this photo but cant get the facial features right...can anyone help ??

Two things that I did that helped immediately was a Levels Adjustment Layer and a trick I think Gary Richardson posted, (Gary?),
1. Duplicate the Background Layer
2. Invert----Control/Cmd+I
3. Set Blending Mode to Softlight
4. Adjust Opacity of the Layer

I added a Selective Color Adj. Layer and a Curves Adj. Layer.

I didn't work on the faces since the file was so small.

i worked on this also, but like ken said, the image is small so it's hard to get detail back in the faces.

i tried a number of things, including neat image and polaroid dust and scratch remover, but since i was trying to restore the faces, it just didnt come out very well and i wont bother posting. i will say that i got a tiny bit more detail in the woman on the right (our right, not their right), but not enough to want to post it. i even tried gary's trick of putting the neat image result on as a new layer with the original, but to very little success.

Had a look at your image, and have to agree with Ken and Craig (thanks guys, but they're not my techniques, merely techniques I've used and recommend) that we need a larger image to work with if you want to get any real detail out in the women's faces.

'Ditto' for all that has been said .... A bigger size image might help ... I say 'might' because while the rest of the details are quite clear and visible even in the sized posted ... unfortunately the faces seem to be very damaged ... and I fear that the damage is on the original picture ....

thank you for the larger image; that did help a bit. the trouble is, that upper quarter is pretty badly damaged. the rest can be handled fairly easily. i'm attaching an image where i tried to handle just the upper area with no regards to the lower three quarters. i did manage to retrieve an eye and some data on the woman on the left, but it was pretty rough.

you could, maybe, perhaps, get some more detail with some VERY careful hand work, especially if you've got any other photos of these womem to work from.

i tried all sorts of noise reduction, including salt and pepper, median, edge preserving smooth, neat image, polaroid dust and scratch remover and so on. sadly, i couldnt get much. but maybe i helped it a little. i ran curves with and without various blend modes. ran contrast/brightness. did some sharpening here and there and tried various blend modes and combinations of opacity on the 14 or 15 layers i had going.

i can make out the eyes on the woman on the right, but it's the one on the left that has the most damage.

also, it's best to keep these threads all in the same thread. starting new ones just tends to confuse folks as to what's going on.

my best recommendation is to find some other pictures of these women if possible and use those to reconstruct this one, especially from the neck up.

and perhaps someone else knows some tricks to bring this out more.
