On the bottom of page 74 it states to use all layers when using the clone stamp tool. On page 75, it states, "Making corrections can be easier if you apply them to another layer." Do I assume that the preferred route then is to use a separate layer and NOT use ALL LAYERS? I think so, but I just want to be sure.

"Use All Layers" and applying corrections to a separate layer are two very different things. Use All Layers is a tool option that will sample from the visible layers rather than sampling from the currently active layer (as the tool does when the option is unchecked). Applying the corrections to a new layer rather than a layer containing other image information will allow you to adjust the correction, where applying it to other image information will effectively remove the information that it covers.
