Newbie to this forum so please be kind to a novice. I have a photograph where the subject has blinked, I have a number of other photographs with eyes open. Can someone help me out and detail the steps to replace the eyes on the photograph where the subject has blinked. I suppose the lesson to be learned is to always take a least two of the same photograph where possible.

Try this:

1. Duplicate the background layer
2. On the duplicate layer, use the lasso tool to trace around the eye. Try
a 2 pixel feather. Leave some room.
3. Copy to a new layer, Cmd/Ctrl+J, The eye should be on a new layer
4. Use the Transform tool, Cmd/Ctrl+T, to move the eye, rotate or size the eye inplace. You can use the Move Tool Cmd/Ctrl+V also. Use Edit>Transform>Flip Horizontal to put the eye in correct orientation.
5. You may have to use the Clone Stamp Tool to clean up the edges of the newly placed eye.

ken's way is quite workable. another is to simply have both images open, the one blinked and the one not. 'set' (right click in paint shop pro) your clone tool on the one not and apply it on the one blinked. this will copy the unblinked over to the blinked. if you havent got the applied lined up right, just undo and try again. you may also want to vary the opacity a bit depending on results.

Try posting the images, and I'm sure you'll get a whole lot of different ways suggested.

The method used can be influenced greatly by the image you're working on.
