Make a copy of the source image.
Desaturate it or make it grayscale by whatever means you like best.
Create a Levels adjustment layer above that and adjust the levels to taste.
Create a new layer above the adjustment layer.
Fill it with red.
Change the layer blend mode to COLOR or HUE.
Apply a layer mask to hide all.
Using a white brush, paint in the layer mask anywhere you want something to be red.

Oh here is the edit i came up with

http://www.scott-h.co.uk/site/User%20pics/index.php?action=image&gallery=Users%20Sigs,%20Avs,%20And%20variouse%20uplaoded%20pics&dir=photos/Users%20Sigs,%20Avs,%20And%20variouse%20uplaoded%20pics&filename=sin-style2.jpg

Didnt want to add it as a image because thees a 100k limit. The link links to a resize and the original.

Not bad at all. I think you've got the basics of the idea down.

A little more practice and just a little more attention to the edges of objects and maybe use a slightly softer brush at the edges to avoid getting too sharp a line.

But really, nicely done.
