This is not a criticism, and you or the client can do what you want, but I would think the stamp is part of the charm of the photograph; just like the safety pin under the pocket.

In any case, I would look at the Clone Stamp tool or the Healing Brush tool in Photoshop for the seal. As for the background, you could make a selection around the body and head, (Magnetic Lasso tool). Then invert the selection, Edit>Inverse or Shift+Command/Control+I and then select a Levels adjustment layer, (Layers>New Adjustment Layer>Layer), and move the middle slider to darken the background.
