Paint Shop Pro 9 has an infrared script. it also has a nightvision script.

I have tried several actions for IR results but have yet to find one that looks like IR film. The green channel does a fair job with greens (foliage), but other colors just don't look like the real thing. I'm still looking, but you can get fairly close with some work.
