One of Danny's impressionist pictures at RetouchPro is of a wineglass and bottle. His technique inspired me to try his method on a mundane picture of Sudbury's water tower.
Here is the result.

BTW, here was the workflow:
Duplicated Background
Applied Impressionist Chalk - Chunky Strokes
Duplicated BG again
Applied Blur > Smart Blur > Edge Only and CTRL + I to invert the result.
[Here I increased the contrast to darken the edges.]
Changed blend mode to Darken.
Added a Layer Mask and zapped unwanted lines.
[Added a layer mask to bring out a little more of the original photo of the tower tank.]
Added a Hue/Saturation adjustment layer and boosted Saturation to about 40
{I couldn't do the following step as PE2 doesn't have the Apply Image command, and I don't know what it does. What does it do?}
For some real interesting results, try the Apply Image command on the layer created by Impressionist.
