Jpeg artifacts are sort of a unique problem. The blocks, fringing, and other problems don't usually respond well to the standard noise removal filters. So people write jpeg fixer tools, with varying degrees of success. I recently tested a new one from Topaz Labs called Topaz DeJPEG. This tool is much better than anything else I've tried, and it is free.

They have some other tools there. I've been test driving their Topaz Vivacity, which includes several plugins for denoiseing, jpeg enhancement, enlarging, and sharpening. And of interest to photo-art folks, you can overboost some of the controls to create the foundation for some art effects.
