Can someone please tell me how to remove the red or orange blotches from the face of this photo, and how bring back out the colors completely so it it looks uniform.

I would recommend converting to Lab. use the healing brush and dodge/burn to smooth out the luminosity.. Once that is done you can worry about the colors.. You can then smooth out the a and b channels with selective blurs, healing, dodge/burn, etc.. In my opinion though be sure to worry about L channel first..

An alternative to lab would be to dodge/burn an heal with the layer blend mode set to luminosity.. Then smooth the color with the blend mode of color.

I attached an example. I didnt stress perfecting it, especially around the lower lips..
