Hello, I bet I saw cartoon effect tutorial online before.
I can't find it just when I want to try it.
I want to be able to create an image attached to this thread just by retouching.
If anyone knows a link to such tutorial or some tips, please tell me.

her face looks a little like the Artistic->Cutout Filter and PosterEdges in PhotshopCS2 with the nose and mouse masked through from the original image. Sorry I don't have links for cartooning though.. Kinda of funny, I know I have seen them before but can't remember myself..

just in case you need a little help in your quest ( i agree with delic cut out filter and poster edges is one way and there are many )

Find a good looking photo of your celebrity. Isolate the head with the hair to another layer. Then resize the head so that it it "bobbleheadish". You can even use a different person's body that way, since the head will be bigger than life anyway. Then run a cutout filter over the whole thing.
