Hello, I found this image online.
All I know is it was created in photoshop.
(no original image at the moment, sorry.... )
If anyone have any tips about this retouching technique, please teach me how.

This appears to be a combination of techniques:

1. First, "Simplfying" the image (try: Blur > Smart Blur > Normal or look for Dave's Simplifier (photoshop action) at www.atncentral.com)

2. Then, "Smudge painting," which is discussed freqently in the Retouching form at DPReview:

I apologize in advance if this is a faux pas to send someone to another forum, but it is the first thing that popped into my head---there is a guy (cspringer) over at the dpr retouching forum that creates a lot of these types of images...if you don't get the answer you want here, you may try a post on that forum or a search under illustrated look in retouching forum.... It is a very cool effect, and has been heavily discussed on that board. Good luck! Hopefully someone here will chime in for you, as everyone here has always been very helpful and informative, but here is a link to one of those talks on dpr in case you need it :) Sorry I am no help personally...only second hand. :blush:

Yep that is smudge painting. Along with what Danny has passed along it helps if you have the right brushes. I will try to attach the brush for hair here. Okay it is not the right type to attach it because it doesn't have the right extension, but if you email me your address I will send you the brush.

I will try to attach the brush for hair here. Okay it is not the right type to attach it because it doesn't have the right extension...If you .zip the brush file(s) and the resulting .zip is less than 100KB, then you can upload the .zip! :D

Give that a go, OK?

I'm sorry I don't have a clue. I guess just try them to see. By the way, they are not my brushes; that is I did not design them. They were a free download, but it has been so long, I don't recall just from where exactly they came.

Thanks Danny; helpful information. I've had a number of people email me for the brushes. The brushes for hair-less than 100k-unfortunetly the skin brushes are not. For now, I stuck them on my site, and they should be downloadable here: http://www.fixthepixs.com/test_slideshow

My programmer move my new back end to my site and somehow a lot of the image files, etc just uped and vanished. It should be okay now.
