I am trying to find out how to make the image below in photoshop.
I can't get clean effect just by using cut out or poster edges filter.
If anyone knows any techniques about making the image, please show me how.

If I understand what you are asking; One of our members has an action on his site for edge effects: http://www.thelightsright.com/TLREdgeEffects.htm

There are also a nuber of programs and plugin that will do it for you as Photographic edges.
Lastly you can create a mask on the original image's layer. Add a new layer under the original, and fill with white or other light color. Then on your mask use a grundgy brush ( you may have to play with the brush presets to get just the effect you want) and paint around the edges of the mask with black... this way if you don't like it, you can fill the mask with white and try again.

I may be at cross purposes here but did you mean you wanted to make the girl look cartoony ?
If so i have had a go although there are others here who will be able to do mutch better than me
so is this the sort of thing you are looking for ?

You can try making a separate layer and using find edges.
Run levels until you get the type of lines you want.
Go to Hue Saturation Lightness and move the saturation down to zero.
Go to Select Color Range, Select white and delete it
Make a selection of your layer and fill it in black.
You can slighlty blur it to get rid of the jagged edges
Then run Cut out on the original layer.
Voila!

Here's a quick application of the technique. I used Glowing Edges instead of Find Edges but the principle is the same.
