I've seen pics like this in many places but can't find a tutorial on this type of effect anywhere. Can anyone point me in the right direction? Here are some examples...

This is pretty close. The first is his, the second is mine. I could play and get it closer, but this just took me less than five minutes.

From the man himself
This was not done with a draganizer but is a manipulation in layers of curves, exposure, rendering and more and brushing back in what is desired.

Sure... I just used LucisArt's filter Whyeth, and then did a h/s layer adjustment for the eyes. You can do the same effect with layer adjustments, but the filter is sooo much easier.

I downloaded the trial. Been messing around, can't quite get the look yet.
I played with it more and listed step by step what I did:
1.lighten the image by using curves (see image)
2. Filter> LucisArt> Whythe, button 2, mix 23.
3. Filter>Gussian Blur setting 3.2.
4. In the layers pallet. click on the box to the left of the Gaus Blur state. You should see a little brush in the box as in the image.
5. go back one state and take your history brush and paint out some of grunge to give her skin a softer look.
6. Layer>New Adjustment Layer> Hue/Sat
move the hue and sat sliders while looking at the eyes. When they are the color you want say ok.
7. Fill adjustment mask with black
8. Use a white brush. lower the oppacity and paint in the eyes
9. Final touch: add a new layer above the original and set blending mode to color. Paint in the lips and also pick up some of the lighter color in the left eye and add it to the right.
Done
You can use curves or levels if you want it darker, or just don't lighten as much to start......maybe not as demonic looking, lol.
