my question is:

in the face are irregularities of colors, shadows and highlights. how can i fix it? curves with mask or dodge and burn tool?
its very hard to brush a mask so exactly. how do you fix color irregularities?

I think you did a fairly good job. Being relatively new to this I can hardly provide an expert advice. Depending on what do you want as an outcome (photo-art, portrait, glamour) you can try different things.

For you the second attachment I took your retouched picture, blurred skin, applied some color and a texture

For the first one I took the original and tried to remove red spots using color mixer layer. My colors are off, some tweaking with color setting is needed. The image needs then to go thorough noise reduction....

Continued with the image.
Used a 100K JPEG compressed file by mistake, most of the pixelation/color spot could've been avoided.

Didn't touch eyes, hair, background.

Purely from a retouching point of view I think you went too far with the alterations to her nose, chin and teeth. If this were for a fashion mag, well, then it would be a different story. However, if you were just enhancing the photo for a client/friend I would have stuck with just removing the color cast and fixing up the skin a little bit. Her jaw is a bit prominent and her teeth aren't that straight but you can draw attention away from those areas by accentuating her eyes, which I think you did excellently. Perhaps you could have darkened the eyebrows a little more. The hair could do with some highlights and the teeth some whitening. And I would have left it at that. I don't think this particular photograph lends itself to Patrick Hoelck look. It is just the wrong subject altogether, the wrong pose...it is just not moody enough. It just looks like one of those happy pics snapped with friends on an evening out and perhaps should be left as such.

I'm not quite sure what psd means. So many acronyms floating around these days. I assume it is “provide some details".

As a starting point I would like to mention that I completely agree with Syd here, this image is better off with minimal retouching... Looking on my renderings again, I must admit, they are way overdone...

Basic steps are as follows
I used channel mixer layer with the following setting (lips were covered by mask for all color manipulations)
red +100,0,0; green +40, +22, +16, Blue 0,0,+10.
This removed red, but gave the picture strong magenta overcast
reduced saturation to -20 (hue/saturation)
Corrected colors with curves layer
selected skin, used "reduce noise" 2 pix (or it could be “dust and scratches” filter)
painted problematic spots

some additional manipulations with lips

for "a la Patrick Hoelck" look increased contrast and added cyan filter.
