What is this type of processing called? Anyone know..would love to research online on how to do it or better yet, get some suggestions on how to play with the lighting and how the textures all look painted (the girl especially).

I believe this is low key lighting , I love this technique also and am trying to figure out a way to pull it off in photoshop. Please let me know if you have any lucj and I will do the same ;o))

There's been a lot of blue added to the original. I filtered out most of the blue and got the image below, which is probably closer to the original lighting.

I don't think so. A color fill layer (set to Overlay blend mode) would give a more subtile effect than air brush since the blend mode relies on luminance of the underlying layer. Darker areas get more blue than lighter areas so the shadows would pick up more of the blue tone than the lighter flesh tones would.
