What is opinion of Paint Shop Pro vs Photoshop ???

I see great results from Paint Shop Pro and it seems to cost a lot less than Photoshop.

My sister in law wants to be able to make more editing changes than the standard tools available (like selectively applying an edit) but cannot afford Photoshop .
From what I see Paint Shop Pro might be the answer for her. Is it easy to use?

It really depends on what you want for both. If you want to do more painterly retouching, with effects, then Paint Shop Pro might be better. But if you want to do more actual retouching, with more of a professional feel, you would use Photoshop. It's the standard for everything from high-end retouching to digital comic book coloring.

If she's not going to prepare separation films for professional output, I beleive Paint Shop Pro would be quite enough. As her if she really need spot colors; if she answer "what are spot colors?", then Photoshop is definitely an overkill ;-)
