On the face of it this looks like a stinker.
Very dark!
Loads of jpeg artifacts etc!
So this is a twofold challenge for you all,
Bring out the details.
Artify it!!!1

I made 3 layers middle on desaturated and a curves adjustment,top layer overlayed flattened then lightened a bit

I did some of that smudge painting to this. and blurred the background.
