I just played for a bit, key is convert to greyscale and the dutone. Pick your four colors, colorize with hue and saturation. After that there are several filters that come close, I think it's two filters one to find the edges and posterize and then a slight circular blur.
Oh, and I borrowed the image from my retouchpro folder. Credit to origional poster.

Yeah I figured that Chrome would do the trick (or at least part of it).
