Do you have Photoshop?
To get started, make the image desaturated or grayscale.
Apply curves and pull upward to lighten the image until you get the high-key effect.
Then you can play around with white paint brush, burning the darker areas etc.

in the tutorial the command to transform to B&W is for sure thr Channel mixer with the monocromatic option on.

The brush is probabily custom made, small point that make thin lines.. :wink:
