To get that look, you could simply heavily blur the skin.
I do find however ( and I know this is a matter of taste ) that the "retouched" image is overly processed. Which I'm not a big fan of...

If you have CS2 then surface blur will give you that effect nicely.

Actually, looking at it on MoM's website, the skin isnt as blurred as it looks in what you've posted.
Using that image, I would make 2 duplicates of the image. On the first, run a surface blur - radius 10, threshold 15. On the top layer run a high pass filter, radius 1 and set the blend mode to overlay then spot clone and tweak as desired with layer masks.
