I've been trying to fix this photo but I just can't get it right. I'm haveing most trouble with the right shoulder. I'm not sure if it's even possible to do it. any advice would be appreciated.

I wish I could help here. Just wanted to let you know that I'm suscribing to this thread becouse I think it will take some mad skills to actually help you with this and to recomend that you get a sketch at least from someones memory to help in filling in the missing parts.

do you have the missing piece ?? if you have it it might help someone fix it's no matter what shape it in or may be another pic close to this one with the same shirt maybe dont know just some ideals

Here is one approach you can take. Duplicate the layer. Edit>Transform>flip horizontal to flip the top layer. Next with the top layer active go Filter>Distort>Lens Correction and drag the horizontal slider all the way to the right. Repeat this two more times.
Next temporarily reduce the opacity of that top layer to about 60%. Using the Move tool drag the layer over to the left to align the shirt and neck. Now return the opacity to 100%. Add a layer mask to that layer. Now begin with a soft black brush and brush over the left side to hide the inverted head and the rest of that top layer except the shirt. Now you have a choice to make. A quick solution would be to crop off the lower section as I have. Finally for the void that remains (should look similar to the attachment below) you can use the Patch tool to patch over it. Another tip with the patch tool is after you make your selection before dragging the patch to a good area of the shirt, first hit Ctrl T and rotate it so that you can align the stripes. Then drag it to a good section of the shirt.

Thank you for your attempts. The right shoulder still bothers me.

I've been playing with it and this is what I have. I'm still concerned about the right arm and shoulder.

Followed Mistermonday's advise then a lot of liquify ... copy/paste shirt parts .. free transform and cloning.. still needs some work but tis bed time..

I'm still not 100% happy with the right shoulder but I think this is about as good as I can do.

Susan, you've done a great job but compositionally I think the image would look much better cropped down so that there is more focus on the subjects face than his shirt.

Hi :) If you don't want to crop it, I'd suggest taking a photo of a person in the same position. It doesn't matter if the shirt's the same (I'd suggest a solid colored shirt but not black). Put the new photo under the old photo layer and fill in from there. That way you can get the proper proportions.

Yes you could take a photo of somebody else but it looks quite good now.
