In my small town, networking seems to be the best method. Join the Chamber of Commerce (they will let you put out business cards and flyers) go to the mixers and lunches/breakfasts. It's cheap, but effective.

An excellent source of new customers is old customers. Always include a half-dozen business cards with your work. Make yourself easy to find (short, memorable URL, mnemonic phone number, etc.). Put your contact info on the back of prints. Overwhelm every customer with excellent service. Reward referrals.
