Absolutely! This photo is not a "keeper" and would be impossible to improve, IMHO.

You could probably do 'something' with it if it were a little higher quality but that flash flare is the real deal breaker, if it's you just take another one?

Well, there is a LOT wrong with this image: bad skin tone, etc. Implants, sunglasses, superficiality -- kind of cheesecake! It's be almost impossible to repair, IMHO.
