Navigator doesn't not appear in the Pallet window. I have tried reset.

What do I do?

By the way I used Elements 4 to create my Israel Vacation album:

Under the "Window" menu make sure "Navigator" is selected. Or select "Default Workspace" from "Window\Workspace". Either of these should work.
