How can i get that skin tone and how can i get that overall effect?

You can try making a selection in color range of your reds (skin tones)
Then on a duplicate layer create a mask from that selection. On that layers image use smart blur to blur the skin to look smooth. Now lower the opacity until you get the affect that you like.
