Hi there,
i am wondering, what one can do with such a type of photos. You see the european capital prague in the morning. Lots of dust, maybe fog, smog?
Sure, we can not expect the city at noon as a result but how would you improve it?
Any  ?
Curios,

I first added a Levels AJ, selected one of the windows in the lower right center with the black eyedropper, for white i selected some of the whispy smoke from a stack on the roof.
Then did a rough selection of the sky and added a gradient fill that had a smoggy yellow to blue and adjusted to opacity slightly.
Prauge in the morning.

Hi Swampy,
great job!
This was my try. The sun's just rising...
With a really cold light you'll see what's really rising :jacko:

Did this one with curves in LAB, trying to capture a rosy, foggy dawn.

I rotated the photo a few degrees and cropped it aggressively. I used a dash of levels and copied the layer using multiply blending mode

1. duped bkg layer and applied shadow/highlight to bring out shad detail.
2. levels to add overall contrast.
3. curves to balance top right corner to neutral white (achieves overall cooler look)
4. hue/saturation to neutralize white on buildings (they became too blue)
5. blue to white linear gradation set to multiply for sky . burned corners to make it darker
