I am having a really hard time getting customers, I think my work is pretty good and I only charge $4.00 a photo. Should I charge more? Should I charge less? Where should I advertise?

Getting customers is never easy. But I strongly recommend against using price as a selling point. It makes your customers actually less appreciative, and can make you burn out.
As for advertising, when you're first starting out I'd recommend keeping it local. Hit the bricks and hand out business cards to anyone you think might remotely be able to use your services. Photographers, modeling schools, beauty shops, camera stores, use your imagination. Have a portfolio online and your URL on the card.
It's really hard at first, but the best advertising is word of mouth.
Get the business because they want you to do it, not because you were the cheapest alternative.

I agree with all that Doug said. I also found some things that make your retouch less than steller.
First... Most people expect the "before" image to be on the left.
I've notated your file with some suggestions for further work.
