Ass-u-me-ing you're using Photoshop, check www.atncentral.com (http://www.atncentral.com). Search for an action written by Mike Warren that renders an "Illustrated" effect.

For future reference may I suggest you upload larger attachments. The one you uploaded above is about one inch square = way too small to assess.

Also, click on Search (above), click Advanced.
