HI...

I'm really desperate on lack of technique to do this kind of cartoonization of Hair... I've tried everything that is in my arsenal...
Does anyone knows a good tutorial or technique to do it right...

Is this what you are looking for?

1. Make a rough selection of the entire hair area and jumped it to its own layer.
2. Run Filter/Cut Out then Sharpen/Unsharp maks (I did this twice)
3. Use the magic wand tool with contiguous turned off to select a shade of color
4. Do a Hue/Saturation and play with the hue and Saturation sliders to choose a color
5. Repeat #4 for all the cut out shades of hair color.

No.... Needs to be more cartonized, and highlited...
As i manage to find on the web, it supposed to be drawen by hand...

I'll post a sample of my work when i manage to learn the technique good enough ...
