I was asked how I did something like this with the Torn Edges filter, so I decided to share it.
It gives a result similar to the Cutout filter but with the laters intact more adjustments can be made.
I have included a copy of the original pic for anyone to try it.
I have not refined this yet, maybe you can improve it with suggestions posted here.

1 Dupe b/ground
2 Used Selective colour to adjust colour to a more natural tone
3 Denoised with Imagenomic, (neat image will do a good job as well),twice, to smooth out any noise etc. (quite heavily)
4 Removed any other blemishes with Healing/Clone/Blur brushes. Also in this case removed small Tattoo, on the shoulder, with clone brush.
5 Duped this layer
6 Applied Torn edges filter, Image balance set quit far over to the right, Smoothness right over to the right, Contrast right over to the left.
7 Hid this layer and duped layer 2 (below it) and moved it to the top of the stack.
8 Applied torn edges again but this time with the image balance moved slightly to the left.
7 Hid this layer and duped layer 2 again and moved it to the top of the stack.
9 Applied torn edges again but this time with the image balance moved slightly more to the left.
10 Hid this layer and duped layer 2 (below it) and moved it to the top of the stack.
11 Applied torn edges again but this time with the image balance moved slightly more to the left again.
10 Hid this layer and turned on layer 2,3&4 reduced the opacity of layer 4 to about 50%
11 Reduced the opacity of layer 5 to about 30% layer 6 to about 15%
12 Duped layer 2 again and moved to the top of the stack and change blend mode to colour, reduced the opacity to about 80%.
