I ran a surface blur on a new layer and tried to clean up some bulged with liquify. I'm trying to get rid of the neck wrinkles right now but am not sure how to go about that. You're on the right track with Liquify for the bulges. Many tutorials on the net that illustrate how to use this tool, so I won't even try to go there.

Ditto for the wrinkles. Various methods...

ive gone for the halloween style. All i did was i changed the hue and saturation, darkened the edges and skin after that i used dodge and burn and got rid of the neck wrinkles with patch tool.
