What is the difference between Paste and Paste Into. I find that I am able to use both interchangeably but there must be a difference. Would someone please tell me what this difference might be?

I believe the "Paste Into" command is utilized to paste into a specific designated area via a selection. So it's actually, "Paste into Selection"

what blindv said is correct....... it basically used to copy from a selection and paste into another selection that maybe on the same image or a different image....
below is the official discription....
The Paste command pastes a cut or copied selection into another part of the image or into another image as a new layer. If you have a selection, the Paste command places the copied selection over the current selection. Without an active selection, Paste places the copied selection in the middle of the view area.
(Photoshop) The Paste Into command pastes a cut or copied selection inside another selection in the same image or different image. The source selection is pasted onto a new layer, and the destination selection border is converted into a layer mask.
