He/she had possibly used a glow effect to brighten the skin. Brigten a copy of the original, blur it, and use the blend-if box to reveal the blured highlights. fine-tune the opacity to get the desired effect. This trick works at perfection for babies/children.

sometimes this effects adds toom much unwanted blur. I restore sharpness with a high-pass filter. This brings back the original (or even enhanced) sharpness on the smoothed colors. This works magik again with babies and kids because they have no wrinkle at all to be removed. in such a case, the highpass filter just brings back the details you have lost in the glow action, but not the redish, greenish and whatsever wierd colors most baby skins are covered with. This is because the original sharpness is restored as a texture (without the original colors) superimposed onto the blured/glowed colors.

high-pass filter is well known in skin processing.
take a copy of the red channel from the original image
filter/other/high pass (you get a mid-gray image with some details)
filter/sharpen 150-200% radius 2-4 pix
set blend mode to soft light
adjust opacity at your taste.
