Ive Tried Masking, Tried Extract, Used Magnetic Lasso.
Someone awhile back told me too Stroke your pic and it will help show flaws. Ive also done that. Thought I had it done but when I host it. The white is still there.
Ive even Erased around the pic, too try to trim white off. I even went as far as having no effects. Any Ideas or tips for cleaning this pic up?

Hi Frogger,
I converted to rgb, put your art on a layer above a black background layer (to see the white pixels) and then erased them with a tiny eraser. Delete the black layer when done and resave as a gif.

Easier than that.
Convert to RGB, load the art as a selection (Command/Control Click on the layer thumbnail) and apply that as a mask. Then, on the mask, run Filter>Other>Minimum. Resave as GIF.
My sample is shown with a red layer below the original art.

Forgger. When I downloaded the GIF from the link, it opened in Photoshop as Index Color. So I used >Image>Mode>RGB to convert it to RGB. From there...
1> Hold down Control(PC) or Command(Mac) and click on the layer thumbnail. This will give you marching ants around the selection.
2> Click on the Layer Mask icon at the bottom of the Layer's Palettte, to turn the selection into a mask.
3> Click on the Layer Mask so that you get the dark border around the mask thumbnail.
4> Then run Filter>Other>Minimum. This will delete the white fringe pixels.
Resave your file as a GIF or PNG

Dealing with dither, indexed colours, solid transparency, and a given solid background.
One of the biggest problems are the partial colours in the dithering at the edges. You need to 're-partial' the dithered colours. This means deleting data and replacing it.
Once you have the background as a selection, save it as an alpha. With it loaded, Expand/Contract it to also include the partials and delete it delete it delete it. Now you just have to fill it in. In the example I used Solidify by Flaming Pear, but you can also use Copy/Gauss combo.
Then you are ready to re-apply the previously saved Alpha as a mask and smoothify the edges.

Here you go Frogger
-Take the first frame from the gif & fill the white pixels with the colors of the neighboring once
-Cut the top half of the person from all the frames except the first one.
-Save each frame merged with the first one.
-Create your animation.
