Hi!, How is everyone doing? I'm doing fine. I would like to know how can I restore this photo, when the picture is enlarge I had noticed that it is full of what I called honeycomb. I never seen anything like this in a while. The whole photo has this honeycomb all over it.
I tried to smooth the whole photo with surface blur etc. and it doesn't do anything to the honeycombs. I don't if it was the cheap paper or some kind of degradation of the photo.

Ran your picture through an FFT Filter. This filter is free and a tutorial is on this site. FFT used in a search engine should get you some results. Checked and there are 121 posts on this site for the FFT filter. Also, did a little retouching of spots, and did a color adjustment. Still much could be done to smooth things out and add perfection to the picture.

Cameraken, how are you? I appreciated the information on how to remove the paper texture. I had followed your instruction but I'm stuck on how to put back the colors. All of the paper texture in the black and white image were gone, but can't bring back the colors. The first line in 'put the colors back in' was somewhat vague. I understand the rest of the instructions.

Yes, running the FFT gives a B&W image and the colour is lost.

Here is a way to put the colour back.

Open the image
Right click the title bar and click duplicate.

Now you have two identical copies

Run FFT on one of them

Now you will have a color image with the honeycomb and a B&W without the texture.

Copy the colour image and paste it onto a layer above the B&W image then set the blending mode of the coloured layer to color.

Alternatively.

Copy the B&W image to a layer above the colour image and set blending mode to luminosity.

Cameraken, I tried that last method, I'm sorry, still could not bring back the colors back in the photo. The paper pattern were all gone, but no color back in the photo. Please do me a favor, explain the first line in :Put the color back in: -Slide, with <Shift> pressed (to align), your (now un-textured) luminosity back layer on top of the original (that's the one we left behind in step 1); what is slide, I pressed Shift, press Shift with what? How do I get a layer to place on top of the original layer? When I clicked on the title bar, I had two different photo. One was the original color photo with the paper pattern and one was the black and white with the paper pattern remove.

- Duplicate (merged, if it has more than one layer) to a new image.

This is important. The idea is that you have two copies of the same picture.
FFT will be run on one copy whilst the second copy saves the colour so that they can be merged after FFT.

It can also be done from the menu
Image > Duplicate

- Set this new layer's blending mode to Luminosity.

By step 7 you will have two copies of the same picture.
One will still have the texture and the colour
The other will be texture free but the colour will be lost

Zoom the two pictures so that there is room in the work area to see both pictures side by side.
With the Move Tool Selected
Hold down the shift key and left click on the now un-textured image. Keeping the left mouse pressed drag this image to the coloured image and then release the mouse.

This will create a new layer above the coloured layer containing the un-textured image. Set the blending mode of this layer to Luminosity.

Byro goes on to apply median filter to remove any color noise (optional step)
