I used both my "Line Art" tute and a Live Trace from Illustrator. The Line Art layer (set to soft light) did a good job on the bricks of the building. Just a "touch" of detail to pick up the colors from the PST.

The trace from Illustrator (set to normal because I brought it in with transparency for the background) did a great job of bringing up the wheel, windows and foreground details.

I did do a texture map to add just a little depth to the foreground areas.

I also used the same PSD (map) file to push my pixels around via a Filter>Distort>Displace. I think my settings were about 3x3. This was the layer that I set as the source for the PST.

OMG, that was a rambling work flow... LOL

Here is mine. Besides several filters in PhotoShop, I used the plug-in, Virtual Painter and put texture on with Painter.
