What sequence of filters and effects are used if it is Photoshop? It almost looks like the photo of the people is a painting. The same effect is also used in the segent of the "National treasure 2" poster where the woman is running in front of the White House. It is a very ethereal effect that I would like to recreate but do not know how. Any ideas? Would be much appreciated.
