I have been trying to lighten this pic, but I can lighten the face and background but her hair and jacket are still dark, then if you keep lightening the pic it starts to look faded and horrible. Would anyone know a good plugin that might help or anything else would be greatful. thanks

Also I have tried to colour this pic with not much success too, it generally looks like what you have done and coloured a black and white pic, again any ideas would be great

I used a curves adjustment layer then added a bit of color.
Spent just a couple of minutes but it can be done.
Needs a bit more work on the face.

I used 2 steps.

1. Shadow Highlight to adjust highlights and shadows.
2. A Selective Color adjustment layer, select blacks, absolute and run the black slider all the way to the right.

I used shadow/highlight to open up hair & jacket a little and added color with hue/saturation using colorize and selective masking.
