i've been amazed by this guy's photos in flickr, he is doing an incredible job in getting dramatic colors and clarity. i figured he must be doing some post editing to get these results, any idea how does he do iT?

By waiting for just the right light and then doing some magic with PWL.

There is a basic tutorial here (http://retouchpro.com/tutorials/?m=show&id=249) that explains one of the techniques used.

Yea, I kind of discovered this effect on my own a week ago, went through some of my favorite flickr entries and redid them...

I used the "Shadow/Highlight" tool under adjustments and a high-pass sharpening layer.

Those flickr links have links down the bottom you may want to click to compare the "before and after".
e: Although I would say he also juiced his saturation up.

Another possibility would be the use of HDR software... I have had great results using this software " http://www.mediachance.com/hdri/index.html ". Google HDRI or Simply HDR software to see the numerous possibilties.
