Attached is a washed out blotchy photo that is really tough to make some needed improvements. Any suggestions would be apprecitated.

Yeah, tough pic! Is that the very best scan you can achieve? I mean, are you satisfied that your scanner has captured every bit of detail that was available on the original?

This was a pretty tough one but I hope it helps.

when you've got blown out exposures like this, about all you can do is leave those areas as is, or rebuild them. and if you're re-building, my tools of choice are airbrush and push (a heavy smudge in photoshop). being that it's black and white does make it easier, however. so, you need to be part detective and part artist on some of these.
