Quite a few movies have been converting a filmed image into final products that have a color shift, grain, and usually a higher contrast. Much of Lord of the Rings has a blue cast, especially in the darker scenes. Saving Private Ryan had a gritty, contrasty, sepia tone throughout.

I can usually recreate the effects, but I was curious if there is a site that spells out exactly how they are doing the post production effects?

the effect is achieved using bleach bypass processing which is essentially skipping the bleaching stage when processing the film . there are a whole bunch of plugins available for photoshop which simulate the effect

I just proecessed a few images and it is a very nice filter. Interestingly, the NIK Color Efexs Pro 2.0 has an Old Photo Color filter that does a very similar effect.
