Edfishing, welcome to RetouchPRO!
Your image looks like it took a couple of detours in the developing / printing process. Roller marks in several different places all very different colors.
One suggestion is to crop the image and extract the people so you can replace the background. Channel mixer or curves or level adjustments can help restore the color in the faces. The clone tool can be used for the small solid lines running across the faces.
Here is a quick pass without any fine tuning.

This is about as good as I could get it, still needs some work but I'm a bit short of time at the moment.
Basically I took it a channel at a time, copied the channel I was working to the alpha, selected bright areas and adjusted it with levels to get even tones, then copied the alpha back into the channel i was working on. Did this for each of the R,G and B channels.
Little bit of cloning to hide edges, and a little colouring in selected areas.

Took the blue channel evened the balance with levels and cloned and healed the two debarkation lines
Played with blending options found one that worked well with the blue channel copy (think it was screen)
cloned out the remaining faint lines
levels and sharpened some

I used the curves to carefully fill in the bands, rest healing cloning, smoothing levels & some more curves adjustments… basically no quick fix.
