I am looking for someone who think they can re-create this effect. SOmeone painted them for me and I wold love to know how they did it.. I would pay you money!!! LOL... I have been trying to do it for years and came accross this forum. I thought "they would know"..LOL..

if you mean in photoshop then there is a filter that does that on the first image you posted

yeah.. its cutout.. But it just doesnt come out right. I dont know why. It seems like there is something else to it.

On the left one it's Image > Adjustments > Posterize (characterized by rough areas). Cutout renders a smooth effect.
The one on the right looks like Sketch > Photocopy.
Before applying the filter:
1. Press D key to set default colors
2. Click on Background color square to bring up the Color picker dialog. Choose color of choice. Blue used in the example you posted.
3. ...then apply Photocopy filter.
Experiment with Sketch > Note Paper too.
