How do you apply lashes to an image and where do you get them from.
You help is greatly appreciated :)

You can get eye lash brushes from www.deviantart.com for example .. or simply Google for a lot of choices ....

As Pellepiano said, you can find lashes using Google.

Now to your second question:

In order to apply lashes to the current photo you will need to create a custom brush that has a shape of any fo your downloaded lash samples.

I usually use "soft light" mode on all lash-lashers. Most of the times you will want to use the color of the lashes in your original picture, but sometimes you can go for a custom color and adjust the looks by painting on the mask of the layer above your lash-layer.

There are many ways to get those perfect lashes, but this is what I do in general.

Like iceblue1980 said above and use the transform tool to shape the brush to the eye

Yeah I also came to think of this - sometimes I use "Drop Shadow" which you can find at blending options of your (lashes) layer. With right angle you can achieve quite a smooth effect and soften lashes without actually blurring them.
