Paul,
Can you tell us a little more about the photo type, i.e. color, b&w, factory print, poloroid, what damaged it, what the surface texture is like, etc. This will give us an idea for various approaches. It can always be restored, it's just a matter of which method is better, faster, etc.

what i see is a whole lot of cloning needed. this will not be an easy one to restore. that back light source is also blown out and shld be taken down a notch or two. the good news is that it shld be restorable; it's just going to take quite a bit of work to do.
and welcome to RP.

A pass with Polaroid dust and scratch filter (http://www.polaroid.com/service/software/poladsr/poladsr.html)may get you started in the right direction

I do not save these files and I couldn't remember, so I revisited the picture.. I must have plugged in different values this time in the Polaroid Dust and Scratch filter and/or the levels adjustment because it came out a little different but that is all I used on this Pic (Probably took a little bit more time on the first one just to see how good I could get it)
Went to bed thinking about it and remembered that after the Polaroid filter I applied a hide all mask and just spotted the white spots in order to save some of the focus.. I added a sample of just the filter results after spotting the hide all mask below..
I think it looks like a good starting point for a restoration and I am going baack to bed!

For what it's worth it's probably a Polaroid print; the streaks and spots are the result of incomplete coating.
Not that this helps you any.

Could you possibly provide a link to a larger resolution. The more detail that is seen, the better.
