Shootphoto,
I don't know if you're experience level is but i would suggest using the flare filter on very rare occasions. Otherwise good job
Insensitive,
Very nice job

Here is my try.
This is what I did to the picture:
1- removed the clips that are holding her hair.
2- removed all the fused up hair in the edge.
3- removed the earings scar on the ear.
4- brightened the white area on her eyes.
5- removed all the skin imperfections such as pimples, scars..etc
6- enchanced her cheek bones.
7- added some shadowing on her jaws to enchance them as well.
8- made her neck look thinner as well as her shoulders.
9- removed the extra bead that was on the side of her neck.
10- enchanced her lips and made them look a bit fuller.
Note: I didn't use an blurring technique in here, I've removed everything by myself.
I hope you like it :)

Hi Insensitive:
These are the techniques I used one the skin:
First step: degrunge and then removal of blemish (Result: attachment one)
Second step: slight bluring in some areas (Result: attachment two)
Third step: dodge & burn (Result: attachment three)
If you don't want to blur: I think you can get an similar result only using doge & burn after using degrunde.

No not really. I think you did a great job. Its hard picture to work with because it looks like she's scowling.

Thanks so much! I'll be trying this on my next retouch. I usually just stick to degrunge by itself.
