What technique is used to get this old school pin-up girl look? or is it more based on the photo itself than the retouching?

By the looks of them, just match the backgrounds to the clothing, but with slightly lighter shades, and use gradients. The rest is in the photography. If you photograph a girl in goth, she'll never look like a pin-up.
Just trace the subject with a path, copy the girl, or whatever the subject is, to a new layer, sample the color of the clothing with the eye dropper tool, one dark pixel, one light. Go back to the background layer, make a new adjustment layer with a gradient map. When the gradient bar comes up, click it and select the second square so it blanks out the background layer with a pure gradient rather than an overlay style.

You take a picture, and then you make it REALLY small.
Seriously though, retouch the picture as you would normally, then grab the colour of the jacket, base a nice gradient on that, select the girl on a seperate layer and the fill the background with that gradient. Add noise if needed and you're all set.
