I must be going quackers - I did it.

Used QTPFSGUI to start things off and CS2 (yes, I opened up PS just to keep my hands dirty) for the Gouche on textured paper rendering. :)

Just did a seamless tile fill.

Also, should someone else want to do more (like create a brush or something), I added the extracted duck (it's transparent background) png file. :)
