The effect is called Smudging and there are a million tutorials on how to do it.
Do a search on Dpreview.com for Scott Beard I think or Smudging or Illustrated look and you will find days of Posts to read and try out...:+}

that is definately a digital Illustration reproduction, or Airbrush Art.
