Netscape Composer comes free with the full install of Netscape. It's a really not-bad almost WYSIWYG (what you see is what you get) webpage editor.
For most basic business sites, it's really all you'll need. Plus, if you get more serious later on, the pages created with Composer are fully editable in any of the higher-end editors.
Plus it makes an excellent editor for the Photoshop Web Gallery template files (just make sure to work on copies, not the originals).
